They can check your accounts and fix any problems. If you absolutely cannot find the game on any of your Origin accounts, that would be the time to contact EA Customer Support. Pets and Season are two of the biggest memory hogs in the game requiring a lot processing power to run properly. One thing I would check though is how much free space you have on your current computer. So, if you had the game before, you should still have it in your Origin account and be able to install it on your new computer. After the game is registered, you can download it on up to 5 computers I believe.

You only have to purchase and register the game once. Sims 3 should still be registered on one of them and available for you to download. Do you have more than one Origin account? If so, check them all.

I've given many of these away privately but I still have some left. I buy a lot of game bundles and get plenty of duplicates.
